It's more than just a stamp on the name; there is a lengthy and demanding process that separates typical pre-owned sports cars from Certified Pre-Owned luxury vehicles, and BMW's checklist is one of the strictest on the market.
A model being considered for certification must be a fairly recent model-year BMW with 60,000 miles--or less--and a clean title. The qualifying vehicle must then pass a multi-stage vehicle inspection that scrutinizes everything from engine performance to aesthetics; any and all imperfections are either repaired/refurbished, or disqualify the vehicle from achieving certification status.
